United Nations Assistance Mission for Rwanda

Rwanda is, like many other African nations, was another victim of colonialism. Decades of Belgian colonial administration purposefully created tension between two social groups – the Tutsi and the Hutu – to maintain their rule. After Rwanda’s transition into a Democracy, Hutu became the ruling group. Thousands of Tutsi sought refuge elsewhere, as they refused to accept the rule of Hutu. Now, an armed insurgency of Tutsi, called Rwandan Patriotic Front (RPF) is invading Rwanda from the nearby Ugandan border, aiming to establish themselves as the legitimate Rwandan government. This has been causing further distrust and tension to the already strained relationship between the two groups. Unfortunately, the current government is unsuccessful at managing the situation. Rwandan Armed Forces (RAF), backed by French reinforcements, are trying to fight back the insurgency.

 

Meanwhile, all across the country – especially in the capital city of Kigali – Hutu people’s hate for their Tutsi neighbors is growing at an alarming rate. United Nations dispatched an operation under the name of United Nations Assistance Mission for Rwanda (UNAMIR). UNAMIR’s aim is to keep peace in Rwanda, in a non-militaristic fashion. So far, not much is achieved. Participants will be forced to find new solutions to contain the growing threat of civil war by using their limited resources carefully, engaging in both Rwandan politics and UN bureaucracy for a peaceful resolution; along with using what few troops they have to maintain order. Historically, UNAMIR is seen as a failed operation. Delegates must be careful to not repeat their mistakes, or a genocide of unseen proportions since the darkest days of the Second World War, is afoot.
